Gov. Mark Dayton won’t sign bill allowing teacher layoffs based on performance

Both the GOP-controlled House and Senate passed legislation in February to let school administrators consider factors other than seniority during layoffs. Republicans argue the current law is “quality-blind” and favors veteran teachers. The statewide teachers union Education Minnesota and Education Commissioner Brenda Cassellius also oppose the measure.
