Charges: Teen dies after being robbed of drugs, dragged by pickup truck

Update: A man and a woman have been charged in connection to the death of 18-year-old Justin Harvey in Montrose, Minnesota.

Noelle Ziegelmann, of St. Michael, Minnesota and James Striebel, of Howard Lake – both 18 years old – have been charged with second-degree murder without intent and simple robbery. They appeared in court in Wright County Tuesday morning.

According to the criminal complaints for the pair:

Harvey had arranged to meet with Striebel to sell him some marijuana, but during the sale – conducted through the window of a pickup truck – Striebel grabbed the drugs from Harvey. Ziegelmann then drove off.

A witness saw Harvey hang on to the window of the car as the vehicle sped away. He was later found lying on the road with injuries that later killed him in the hospital.

The pair were arrested after Striebel made a phone call to a friend asking about the police presence in Montrose, and requesting a ride to Minneapolis “so he could lay low for a while.”

His friend told police of this call, and officers used this to ping Striebel’s cellphone location, leading them to a property nearby in Montrose.

Later during questioning, Ziegelmann told officers she had intended to steal drugs from Harvey and drive off without paying.

A GoFundMe page has been set up to help the Harvey family with the funeral costs, it has raised more than $300 since being launched on Monday.

A teenager has died after being dragged by a vehicle in Montrose, Minnesota.

An incident in the early hours of Sunday morning left 18-year-old Justin Harvey dead, and saw two people arrested, according to a statement from Wright County Sheriff Joe Hagerty.

The Wright County Sheriff’s Office responded to a call of a man unconscious in the street on the 500 block of 1st Street North at 2:28 a.m. on Sunday.

Harvey was treated at the scene by deputies, rescue workers and paramedics before being taken to Hennepin County Medical Center, where he died from his injuries.

Police investigating the incident learned Harvey had approached a pickup truck parked on the street and got involved in a confrontation with a passenger in the vehicle.

The pickup then accelerated, dragging Harvey a short distance.

FOX 9’s Iris Perez spoke with the man who found Harvey lying unconscious in the street, who told her it is “probably the scariest thing he’ll ever encounter,” she tweeted.

The arrested pair have been booked into the Wright County Jail on suspicion of criminal vehicular operation and simple robbery.
