The 15-year-old Minneapolis boy was arrested by Bloomington police, according to FOX. The station says the teen is being held on a first-degree robbery charge.
Two other teens, 18 and 17-year-old females, have also been charged in the case. The complaints against them say the boy stole a cell phone from off of the table where Andrew was sitting in a coffee shop at the mall. As the 63-year-old Andrew chased after him, the other teens allegedly attacked Andrew, with one of them using a retractable metal baton to beat the former county commissioner, the charges say.
Andrew was treated for head injuries at a hospital and received nine stitches. The case drew widespread attention, with a tabloid in London, England, reporting that Andrew was "mercilessly beaten."
According to FOX, the 15-year-old is being charged in Hennepin County but the case will be handled by prosecutors from the Anoka County Attorney's office. Hennepin County Attorney Mike Freeman had previously said he would not handle the case, given his friendship with Andrew, who served on the county board for 16 years.
