Franken's resignation, following multiple allegations of inappropriate conduct with women, will trigger a special election in November 2018.

Smith intends to run as a Democrat, with the only GOP contender announced so far being state Sen. Karin Housley.

Whoever wins will get to finish out Franken's tenure, and face re-election in 2020.

Franken on Wednesday gave the first of what he says will be a series of final speeches on the Senate floor.
