A dead bald eagle was found mutilated and left in a plastic bag in southern Minnesota.

The eagle was breasted out, with its talons and portion of one leg missing, the U.S. Fish and Wildlife Service said Friday. It was discovered on property owned by the Minnesota Department of Transportation just south of Albert Lea.

The service is offering up to $2,500 for information that leads to the conviction of whoever is responsible, the agency said.

Conservation officers from the DNR are assisting in the investigation, while the group Turn in Poachers is providing a confidential tip line.

Under federal law, it's illegal to kill, trap, poison, sell, take, or trade bald eagles without first getting a permit. A first offense is punishable by up to a year and prison, and up to a $100,000 fine for individuals.

Anyone with information about the incident near Albert Lea is asked to contact U.S. Fish and Wildlife Service Office of Law Enforcement at 651-778-8360, or the Turn in Poachers tip line at 1-800-652-9093.
