Barbershop owner known for 'marijuana is legal' argument charged with drug offense

A barber known for his attempts to legalize marijuana through the Minnesota courts is facing drug charges following a raid Wednesday.

Stephen Conlin, owner of the Buzz barbershop in St. Charles, Minnesota, was arrested and jailed overnight after police searched his store and allegedly found a small quantity of marijuana, KTTC reports.

Conlin is known for pursuing a court argument in which he claimed he could sell marijuana lawfully because the Minnesota Department of Revenue issues tax stamps for its sale, FOX9 reports.

He also ran to be mayor of St. Charles two years ago, even though his prior drug convictions would have prevented him from taking office had he won.

On Wednesday, he was taken into custody after a raid on two locations in St. Charles, including the Buzz on Wabasha Avenue. Another raid on East 14th Street saw the arrest of 56-year-old Theodore Wilkemeyer, according to the Winona Daily News.

Conlin and Wilkemeyer have both been charged with felony controlled substance crime in the fifth degree – conspiracy to sell marijuana, and have had bail set at $25,000 with conditions.

Both were on probation from previous drug-related convictions at the time of their most recent arrest, KTTC notes.

Court documents state that police have had Conlin, Wilkemeyer and The Buzz under surveillance after an undercover informant went into the store to buy marijuana earlier this year, the Winona Daily News says.
