Big freshman class sworn in as 2013 Legislature convenes

It was Opening Day at the Minnesota Capitol, as a large group of new lawmakers was sworn in along with their peers in the 2013 Legislature.

The 57 first-term members means rookies occupy about one-fourth of the seats at the Capitol. The Associated Press reports that could make for a slow start to the session while the new members get up to speed.

Adopting a two-year state budget by late May is the biggest piece of business. Governor Dayton will pitch his proposal on Jan. 22. This is the first session since 1990 in which DFLers will control both chambers and the governor's office.

The first bills of the session will be introduced later in the week. New House Speaker Paul Thissen says that batch of legislation will include paying down the state's IOU to its school districts, a property tax rebate for homeowners, and setting up a health insurance exchange.
