Charges filed against father of 4-year-old who shot younger brother

A Minneapolis father now faces manslaughter and child endangerment charges following an accident in which a four-year-old fatally shot his two-year-old brother.

Kao Xiong will make his first court appearance Friday. The Hennepin County Attorney's office says there was no safety on the pistol that killed Neejnco Xiong Dec. 5. The gun was one of eight firearms in the home at the time. The four-year-old discovered it wedged between the mattress and headboard of a bed. Minnesota law prohibits storing a loaded gun where childred have access to it.

The charges outlined in a criminal complaint against Xiong are both felonies, punishable by up to 10 years and five years in prison.

A leader of the Hmong 18 Council said this month that firearm safety is a problem in Minnesota's Hmong community. Robert Lor says language and cultural barriers make it harder to get adequate training for Hmong-Americans.
