A man has been charged with the assault and robbery of a man while he was having a seizure on a light rail train in St. Paul.
The incident happened on Wednesday afternoon on a Green Line train at Dale Street Station.
Charged with 1st-degree aggravated robbery and simple robbery is Joseph Ray Conley Jr., 28, who according to charges was found shirtless and shoeless when police arrived to reports of an altercation.
Surveillance footage later showed Conley Jr. slap the victim, before hitting him in the head and pulling him onto the floor, where the victim started having a seizure.
While he was having the seizure, Conley Jr. allegedly stamped on his and punched him, before taking off the victim's shoes and rifling through his pockets.
The victim was released after being treated at Regions Hospital in St. Paul.
