Charges: Man shot at group of people after confrontation over parking

An argument over parking apparently led to a fatal shooting outside a bar in Winona early Wednesday.

Ricky Waiters, 49, was charged Thursday with second-degree murder, second-degree assault and drive-by shooting in connection to the shooting that killed folk singer Robert "Bob" Johnson and injured 27-year-old Sean Patrick Obrien.

According to the criminal complaint:

Winona police responded to EB's Corner bar in Winona just after 1 a.m., where they found Johnson, who had been shot in the chest, and Obrien, who was shot in the leg.

A witness told police they were outside the bar with a group of people when a vehicle drove into the parking lot, where people weren't supposed to park at that time.

The witness confronted the driver about where he parked. As he was driving out of the parking lot, he fired a gun at them – possibly six times.

Investigators tracked down a man who met the witnesses' descriptions, and inside Waiters' vehicle they found six spent shell casings and a handgun.

Waiters made his first court appearance Thursday, where unconditional bail was set at $5 million, WXOW reports. Winona County Attorney Karin Sonneman requested such a high bail because she said "Waiters poses a high degree of danger and a concerning pattern of behavior," according to KTTC.

If convicted, Waiters could face up to 40 years in prison for the second-degree murder charge, 10 years for the drive-by shooting charge, and up to seven years for the second-degree assault charge.

Celebration of life planned for Johnson

Johnson was a member of the folk group Beet Root Stew. The group says Johnson's family has organized an event on Sunday to honor the musician.
