Charges: MN councilor groped woman's breasts in bar

He told police the allegation was because he's a "political target."

A city council member in northern Minnesota has been charged with groping a woman in a bar.

Chisholm city councilor Kevin Scaia, 50, has been charged with 5th degree criminal sexual conduct after approaching two women at the T&T Dom Bar on Sept. 6.

According to a criminal complaint, he moved behind one of the women and reached his arms around her, squeezing both of her breasts in each of his hands.

The victim immediately pushed his hands away from her, but the charges say Scaia proceeded to place his arms around both women, at which point he was told to "knock it off" by the victim.

Scaia initially denied the assault to police, and began to "speak poorly" of the victim, conceding he may have hugged her "face-to-face" when they were outside smoking.

He was then, however, presented with surveillance footage from inside of the bar that showed his alleged grope.

He said he "didn't mean anything by it," adding it "was just something I did."

He also suggested to investigators that he was a "political target" and said someone within the city was behind the allegation.

He's also a high school sports official

Scaia, whose brother Todd is the acting city mayor, is a first-term councilor who works as an advertising executive for the Hometown Focus newspaper in Virginia.

Prior to this, according to his bio on the Hometown Focus website, his jobs included being a transportation security inspector at Chicago O'Hare, a barbecue restaurant manager, a funeral director/embalmer and a special assistant for FEMA during Hurricane Katrina.

He's also a certified basketball, football, baseball and softball official for the Minnesota State High School League.

He was recently hired as the financial secretary of the Knights of Columbus Chisholm Council.
