Charges: St. Paul man shot victim who changed his mind about buying weed

The suspect allegedly attempted to rob them, but ended up shooting the victim twice, charges say.

A 19-year-old St. Paul man is accused of shooting another man who had decided he no longer wanted to buy marijuana from him. 

Thomas Kavey Yoeun, 19, of St. Paul, is charged with first-degree assault and first-degree attempted aggravated robbery in connection to the Sept. 1 incident. 

According to the criminal complaint, at 4:15 p.m. on Sept. 1, officers responded to a call about a person who was shot near Johnson Parkway and Stillwater Avenue in St. Paul, where they found a 23-year-old victim lying on the sidewalk and people were surrounding him, providing first aid. 

The victim had a gunshot wound to his shoulder and another to his left ribcage, which required surgery, the complaint said. He's expected to survive. 

At the scene, officers found two 9mm casings. 

A juvenile who spoke with police said he was with the victim at the time of the shooting. The witness said he recognized the shooter from Snapchat, and later said he and the victim found someone on Snapchat who would sell them $50 of marijuana, the complaint said.

They went to meet the seller, only they changed their minds and only wanted $30 worth of weed, charges note. The seller mumbled something under his breath, and they said they would buy from someone else and walked away.

The seller then ran up behind them and said, "Give me your money" and pulled a handgun from his waistband, the complaint said. The victim grabbed both of the seller's arms and they began to shove one another. 

The seller then shot the victim, charges said. 

Not long after, at 4:51 p.m., Yoeun arrived at the hospital with a gunshot wound to his left forearm, the complaint states. An officer noted his clothing and physical characteristics match those of the person who shot the victim. 

Yoeun told officers he was minding his own business at home when he was shot, charges say. Police didn't find evidence of a shooting in the area Yoeun described, and concluded it was likely the seller shot himself during the struggle with the victim. 

 He was arrested once he was medically cleared by the hospital.
