Dayton delays State of State speech

Gov. Mark Dayton plans to delay his State of the State speech as he recovers from hip surgery, MPR News reports.

The address is typically given just prior to the beginning of a legislative session, which starts Feb. 25 this year, but Dayton's speech might not come until March or nearer the end of the session, a spokesman told MPR. Other options, including a videotaped message, are being considered.

The state Constitution requires the governor to "communicate by message to each session of the legislature information touching the state and country," but it is not specific about when.

Dayton, 67, had surgery last week at the Mayo Clinic in Rochester and has returned to St. Paul although he may have to wear a brace for up to three months to protect his hip as it heals, aides say.

"I'm on my way to recovery," Dayton said Friday, the Star Tribune reported.

Dayton has a busy year ahead with the legislative session and a campaign for his second term as governor.
