Dayton orders flags to half-mast to honor DC Navy Yard victims

Gov. Mark Dayton has ordered flags at state and federal buildings in Minnesota to be flown at half-mast to honor the memories of the victims in a Monday shooting at the Navy Yard in Washington, D.C. Flags are to be flown at half-mast until sundown Friday.

President Obama made a similar order.

Investigators say the morning shootings at the headquarters for Naval Sea Systems Command left 12 people, plus 34-year-old gunman Aaron Alexis, dead. CNN,NPR, and the Associated Press offer short portraits of the victims.

CNN examines Alexis' background, noting that it is a study in contrasts: on one side, a man who practiced languages and meditated, and on another, a cold-blooded killer.

The military’s beleaguered background-check system did not raise any red flags about Alexis' all-access pass to military installations, despite a history of arrests, including for shooting episodes, the Washington Post reports. The Post has a detailed graphic that illustrates what happened in Navy Yard Building 197.

Alexis had tried to buy an AR-15 assault rifle at a Virginia gun store last week after test firing one, but the store would not sell it to him, CBS News reports.
