Georgia man runs for Congress in Minnesota – and 3 other states

A Republican congressional candidate from Georgia is simultaneously running a campaign in four states, including Minnesota.

Allan Levene is also a candidate for the U.S. House in Georgia, Michigan and Hawaii. The 64-year-old naturalized U.S. citizen from England told FOX News that he is passionate about winning a chance to serve in Congress, and at his age doesn't have a chance to work his way up through a local political structure. So he is hedging his bets.

“I have such a debt to this country, a debt of gratitude to the United States for taking me in and letting me become a citizen about 40 years ago that I have to repay it,” he told FOX. “I just have to.”

Levene notes that the Constitution says members of Congress must represent the state they inhabit when elected. So he figures he can run in the primaries of multiple states and then move if he makes it to the general election.

“I can represent the public no matter where I live,” he said.

CNN reports that Levene may be the first to employ such an odd plan, perhaps because it's a waste of time and money, experts say. Political newcomers have a tough time winning over voters in their districts – so it's a huge uphill climb for a true "carpetbagger," observers say.

Texas-based GOP political consultant Jordan Powell told CNN Levene does not have a viable political strategy, given the day-to-day demands of running a campaign, like fundraising and scheduling appearances. "If you get past that, you still have a problem, to me, with voters about political opportunism."

In Minnesota, Levene is running in the heavily Republican 6th Congressional District, where Rep. Michele Bachmann, R-Minn., is retiring after four terms.

He's got GOP competition from three people who live in Minnesota: former gubernatorial candidate Tom Emmer, former state lawmaker Phil Krinkie and Anoka County Commissioner Rhonda Sivarajah. Emmer announced Friday that he raised more than $625,000 last year, including more than $245,000 in the fourth quarter of 2013, the St. Cloud Times reported.

Levene says his platform includes creating more manufacturing jobs, in part by dropping a corporate tax rate to zero. He also has a proposal that lawmakers in Congress should retire after eight years or risk losing their pension. Here's more on his website on what he says he will do.
