Charges have been filed against a 21-year-old man for the killing of a 22-year-old woman in West St. Paul.
Steven D. Buford, 21, has been charged in Ramsey County District Court with the murder of Lauren Summer Koffi-n'guessan. A criminal complaint accuses of Buford of fatally shooting Koffi-n'guessan in the head outside of an apartment building as police were approaching around 9:30 p.m. on Sept. 4.
Prior to the fatal shot being fired, officers were sent to the apartment complex on Oakdale Ave. on a report of a disturbance involving Buford, whom a witness said "was acting erratically and had jumped from a second story balcony of the apartment building."
As officers searched the area for Buford, they heard a gunshot and found Koffi-n'guessan on the ground, having been shot in the head. Officers then saw Buford running through the parking lot.
A witness informed police that she saw Buford and Koffi-n'guessan arguing before hearing a loud bang, and that she and her two children, ages 7 and 12, witnessed the shooting.
Buford ran towards the car of the woman and her two children who witnessed the killing, with the woman saying Buford "threw" Koffi-n'guessan's 15-month-old son to her and then jumped in the backseat, landing on her 7-year-old boy. She said Buford was waving his gun and saying "Come on guys, let's go!"
Police ran to help and were able to arrest Buford as he sat in the car.
The criminal complaint notes that Buford has a lengthy criminal history, including convictions for possession of a dangerous weapon on school property, aggravated robbery, 2nd-degree assault with a dangerous weapon, and 1st-degree burglary.
