Man sentenced to 27 years for slaying of beloved teacher, bar owner

A 19-year-old man was sentenced to 27 years in prison for the killing of the Mahtomedi bar owner and teacher he pulled alongside at a stop sign in January.

Ramsey County Attorney Pete Orput said that Bailey J. Garcia, 19, of Pine Springs, was guilty of a "senseless crime" after he gunned down David Robert Frigaard in the early hours of Jan. 24 this year.

He was sentenced to 324 months in prison after previously pleading guilty to second-degree murder.

"This was such a senseless crime that it truly boggles the imagination," Orput said in a press release. "The only saving grace is that this case came to a swift resolution so as to give the victim’s family as much closure as the system can provide."

Garcia was parked near the intersection of Stillwater Road and Mahtomedi Avenue at around 3:30 a.m. when Frigaard pulled up at a stop sign.

He then shot at the truck with a 30.06 rifle from his own vehicle, then fled the area. He was apprehended later when he crashed his vehicle. The shots hit Frigaard in the heart and lungs, killing him.

The 46-year-old Frigaard was a popular art teacher at Park High School in Cottage Grove, and also owned Frigaard's Bar in Willernie.

He is survived by his wife and three children.

Garcia initially old investigators he’d been drinking, and went to the intersection with the rifle to “shoot a few deer.” He admitted to firing at the truck, but fled because he didn’t know if he hit the driver. He later told investigators he had gotten into an argument with his father and brother earlier that evening and was contemplating suicide.
