Man charged in Oakdale shooting ruled incompetent to stand trial

A mental health evaluation presented in court has found a man accused of randomly shooting cars in Oakdale incompetent to stand trial, WCCO reports. A Washington County Court-appointed psychologist made the ruling Monday morning, the station reports.

A second competency review by another psychologist is expected by early May. Judge Gary Schurrer approved the prosecution's request for the second evaluation, the Pioneer Press reported.

Nhan Lap Tran, 34, is accused of spraying cars with bullets in a Feb. 11 shooting spree in Oakdale that killed a 9-year-old and injured two others.

Tran is charged with six felonies, and the key question in his case has been whether he is competent to proceed with the criminal trial, the Pioneer Press reported. The findings of the evaluation presented Monday could stop legal proceedings until Tran is ruled competent to aid in his defense, which could be months or even years from now, the newspaper reports.

Tran is said to have blamed noisy cars for the shooting rampage.

Mourners filled an Oakdale church last month to say goodbye to fourth-grader Devin Aryal. Ribbons were handed to those who attended to encourage them to remember the good the boy brought into the world more than the act of evil that took him out of it.
