Winona teacher Matt Reuter returned home from service last summer to find he was responsible for covering the costs of his substitute teacher. Under state law, the Winona District was required to deduct $11,000 from his pay. But the Legislature changed that law, and a national teacher union raised money from its members to cover his lost wages.
