The Minneapolis Police Department is asking for the public's help locating a man suspected of fatally shooting a man on Aug. 15.

Minneapolis police spokesperson John Elder says a warrant for second-degree murder has been issued for Lionell J. Hicks, 29, recently of West St. Paul, in the death of the 32-year-old victim.

Officers responded to the 100 block of West Lake Street at 1:55 a.m. on Aug. 15, where they found a man suffering from a gunshot wound. He was pronounced dead at the scene.

The Hennepin County Medical Examiner identified the victim as Tu'Quan Lee Smith Sr. of Woodbury, noting he died of "gunshot wounds of the chest."

Elder said investigators identified Hicks as the suspect "through an in-depth and thorough investigation."

Anyone who sees Hicks, who is believed to have been living in West St. Paul, is asked to call 911. And anyone with information on him is asked to contact CrimeStoppers of Minnesota at 1-800-222-8477 or online here.

Hicks has not been formally charged with a crime.
