Charges: Mother found drunk and passed out on her child, another left outside in cold

A mother from Minnesota has been charged after police found her drunk and passed out on top of her 19-month old child.

Alyssa Ann Rangel, 25, has been charged with child endangerment in Ramsey County District Court, KARE 11 reports, after police say she was found slumped on top of her toddler's stroller inside her Maplewood home, while her 7-month child was left outside in the cold in another stroller.

Neither child was harmed in the incident on Nov. 9, when the outside temperature was 35 degrees.

According to the charges, Rangel gave a blood-alcohol reading of 0.307 – almost four times the legal limit to drive in Minnesota – the Pioneer Press reports.

The newspaper says that Rangel had denied drinking alcohol, but police found her speech slurred, she couldn't stand and had difficult answering questions.

She told a child protection worker that she had planned to take her kids for a walk.

Police also noticed that she had blood on her hands, WCCO reports, which she had difficulty explaining when questioned by police.

The TV station said that police had to extricate her 19-month-old child from beneath Rangel's unconscious body when she was found, noting that the toddler was only partly clothed, and was without pants or a diaper.

The Pioneer Press says that Rangel is next due in court on Jan. 27, and that records do not show whether she has an attorney.
