Police issued an update saying they believe the masked individual was a teenager playing a prank:
"The Eagan Police Department believes has identified the person involved in these instances. It appears it was a "prank" by a juvenile playing in the woods at the park. It does not appear there is a threat to public safety. However, we recommend you being safe at all times, aware of your surroundings and call 911 immediately for any suspicious activity."

Eagan police alerted the public on Tuesday about a trio of residents reporting a man in a mask "acting strangely" near the woods at Patrick Eagan Park.
The park, located at 3995 Lexington Ave., is the site of where the masked man was seen around 9 a.m. Thursday, June 6, between 12-1 p.m. that same day, and again Friday, June 7 between 10:30-11 a.m.
The first incident was reported by a female jogging through the park with dog when she heard a man say something along the lines of "come back here" or "come over here." It happened about a mile south of the zip line in a wooded area along a dirt trail.
The next occurrence happened the same day around the lunch hour when a man, possibly the same masked man, crawled out of the woods at the Art Park near the zip line area and then stood up and stumbled towards a bench.
Police issued a description from the reporting party, saying he is possibly light-skinned with a a smaller frame and wearing dark sunglasses, a blue reflective mask that fit tightly on his face and a gray hooded sweatshirt pulled up over his head.
On Friday, police were contacted mid-morning by a caller saying a man came out of the woods and stood near his 10-year-old daughter, then retreated into the woods when the parent yelled. Again, the man in the woods was wearing a hoodie and a blue mask similar to the one in the image at the top of the story.
"There have been no reports of the man attempting to assault or confront others at the park and officers will be providing extra patrols in the area," Eagan PD says.
