The relatively obscure Ramsey County Charter Commission has become a key cog in the Vikings' quest for a stadium in Arden Hills. By giving voice to public opposition to a sales tax to fund the stadium, the charter commission is inserting itself into a high-stakes political power struggle. Some elected leaders might find themselves in the position of stifling a public vote or risk losing the Vikings.

The Ramsey County Charter Commission might choose to let voters decide for themselves whether to raise their taxes to help pay for a Vikings stadium. Charter leaders are holding the second of two public hearings Tuesday.

Some charter commissioners want to revisit a proposed amendment that would prohibit the county from using any revenue to build professional sports facilities. Commissioner Rod Halvorson says he'd like to get the amendment on the ballot next year.

Republican Greg Davids of Preston thinks the House Taxes Committee would reject any state tax increase to fund a new Vikings stadium. Davids says -- while the Vikings are important to the state -- voters don't want any tax raised.

The team says it would also add at least $100 million in additional costs to the $1 billion proposal. Team officials say taxpayers can't afford such a major delay.
