St. Paul man accused of having sex with girl who had been reported missing

A 34-year-old St. Paul man who police say was a noncompliant predatory offender has been charged with having sex with a teenage girl in a padlocked trailer.

Paul Isaac Carver has been charged with third-degree criminal sexual conduct after police discovered a 15-year-old girl – who admitted to running away from home – was living in a padlocked trailer at a home on Hyacinth Avenue in St. Paul, the criminal complaint says.

According to the complaint:

Police received information that a 15-year-old girl was possibly having a sexual relationship with a 34-year-old man, so on July 2 they responded to the home to find the girl was living in a trailer parked alongside the detached garage of the home.

When they surveyed the area they saw Carver walk out of the trailer and secure it with a padlock. Police noted "the trailer was not a mobile home, but was set up for someone to live in with a bed on the floor."

Police conducted a welfare check inside the trailer, where they found the girl, who was partially clothed. She admitted to being in a sexual relationship with Carver, telling police she had been living with him in the trailer since she ran away from her Columbia Heights home June 25.

She added the two had sex every day and also admitted to having oral sex with him.

The girl's mother told police her daughter had met Carver at the Renaissance Fair about two years ago, and when her daughter went missing she suspected she was with Carver because they told her they were in love.

Carver is a noncompliant predatory offender who was not residing at his registered address, police discovered. He has a false imprisonment conviction out of Ramsey County from June 2007.

Carver made his first court appearance Monday, where bail was set at $90,000, the Pioneer Press reports. His next court appearance is July 13.

If convicted, Carver could face 15 years in prison and/or a $30,000 fine.
