So why such a lousy grade? Minnesotans are eager to root out and punish corrupt leaders, but the state hasn't seen the sort of serious corruption that would spur reform, according to "The Story Behind the Score." So while other states have enacted tougher laws, Minnesota has fallen behind.
The Center for Public Integrity, Public Radio International and Global Integrity conducted the study.
