The city of Minneapolis earned high marks for having LGBT-friendly policies, according to a newly released survey by the Human Rights Campaign.

The Municipal Equality Index is the first ever rating system of LGBT inclusion in municipal laws.

On a scale of 100 points, Minneapolis earned a score of 91 thanks to bonus points awarded for offering services to vulnerable LGBT populations, having openly gay leaders and offering transgender-inclusive health benefits, WCCO reports.

Although Minneapolis did much better than the rest of the country, cities like San Francisco, Los Angeles and New York were among 11 cities that earned a perfect score.

WCCO says St. Paul earned a score of 67 and lost points for not having either a non-discrimination or equal benefits ordinance for city contractors. The city also lacks a mayoral LGBT liaison or an office of LGBT affairs.

Among the lowest scores in the nation were Montgomery, Ala., Frankfort, Ky., and Jefferson City, Mo., all earning zeros.
