SWAT team paramedic from Shakopee charged with child porn offenses

The 40-year-old from Shakopee is facing four charges.

A man who works as a tactical paramedic for SWAT teams has been arrested and charged with creating and sharing child pornography.

Shane Edward Kinney, 40, of Shakopee, is facing four criminal charges: interfering with the privacy of a child, use of minors in a sexual performance, and possessing and disseminating child pornography.

Authorities were alerted to Kinney via a Twitter Cyber Tip relating to a sexual picture involving a man, a woman, and a child, which was sent via the suspect's Twitter account to another account.

Police determined the identity of the Twitter account and traced the email address to Minnesota, as well as the IP address, which through a series of administrative subpoenas led them to Kinney.

Twitter provided content from Kinney's direct messages, which showed conversation, images and videos, including ones showing him masturbating. Police saw a tactical vest in the background of one of the videos, which led them to discover that Kinney works as a "tactical paramedic" for area SWAT teams.

Detectives also discovered numerous images of a girl that was sent to many other Twitter accounts, and a number of "unknown nude females who appear to be preteen."

One of his victims was able to identify herself by photos discovered by police.

Police also discovered that Kinney had made use of secret cameras to obtain nude footage of children, including a recording device that was found in his home hidden inside of a charger.

When initially interviewed by police, Kinney admitted sharing pornographic content on Twitter, and said in the past he had seen porn that "he believed involved juveniles."

He ended the interview when asked about direct messages sent on Twitter in which he discussed sexual acts with children.
