The incident happened at 10:01 a.m. at 1900 Oakland Road, where there is an ongoing road rehabilitation project, Kari Spreeman, of the City of Minnetonka, told BringMeTheNews.

Two adult males were buried – one up to his waist, the other was completely covered, a news release from the Minnetonka Fire Department says.

Officials, with the help of the Edina Fire Department's technical rescue team, removed both victims by 10:24 a.m., and they were transported to Hennepin County Medical Center.

The man who was completely buried was unresponsive, the release says, with Spreeman telling BringMeTheNews his condition is "very serious."

The other man is in "moderate" condition.

The men were buried when prepping the area for water utility work as part of the Oakland Road reconstruction project, the release says.

The Department of Labor and Industry will investigate the incident.
