Warrants issued for Otter Tail Co. couple accused of mistreating horses

Authorities are looking for two of three people charged with several counts of animal mistreatment after nearly a dozen horses were found malnourished or dead in Otter Tail County.

KBRF-AM reports 47-year-old Bill Karl Fick, 38-year-old Penny Lynn Fick and 19-year-old Billy Vance Tompkins failed to show up to a scheduled court appearance on May 6.

Tompkins was arrested Friday morning while Bill and Penny Fick, both of whom are facing 21 criminal counts, are still on the loose, according to the radio station.

The Otter Tail County sheriff's office, along with the Humane Society and High Tail Ranch and Rescue, were called to a property in rural Vergas last February for a report of animal neglect.

KBRF reports six horses were found dead. Two were thought to be near death and three others were found laying down--all appeared lethargic, dehydrated and thin.

According to WDAY, several surviving horses and three llamas were rescued, recuperated and put up for adoption.
