There's a developing story out of Eagan.

A shift away from neighborhoods full of homeowners has become a phenomenon in Minneapolis and St. Paul as investors turn single-family homes into rentals to take advantage of a tight rental market. Housing experts say the resulting drop-off in single-family homeownership can destabilize neighborhoods.

The state of North Dakota and its coal power industry want to overturn a Minnesota law that limits imports of electricity generated by coal. Critics claim the law is unconstitutional and unfairly limits business between the states.

The city of West St. Paul is planning to push an ordinance that would limit the number of rental properties allowed on a single block. It may be an uphill battle. The Star Tribune reports that homeowners in the city of Winona are challenging a similar ordinance.

The Burnsville Fire Marshal is revoking the rental license for the Country Village Apartments after it failed to fix several code violations. WCCO reports 40 to 60 families at the apartment complex are being notified they need to find a new home. The City of Burnsville also inspected the property and found more than 100 code violations, including mold and rodent infestations.

Dozens of activists have occupied the Hennepin County Government Plaza since last month. But last week, new rules went into effect that prohibited protesters from posting signs or sleeping on country grounds.

Homeowners' latest tax statements don't reflect the reduced home values that city assessors promised, but officials say not to worry: They have to wait until the state of Minnesota declares north Minneapolis a disaster area. The real bill should show the reduced property values -- and lighter taxes.

Winona Daily News reports the city is considering a set of restrictions for current and future facilities that handle frac sand within the city. The planning commission is proposing specific hours of operation; expectations of sand piles and designated truck routes.

The protesters filed a lawsuit against the county earlier this week -- saying rules against tents or posting signs are unconstitutional. The county argues its restrictions are reasonable, saying no group has a First Amendment right to use the plaza as a private campground.
