Harrison Smith fined $21,000 for illegal hit

Rookie safety Harrison Smith was fined $21,000 by the NFL on Thursday. The fine stems from an unnecessary roughness penalty called on Smith after he delivered a shoulder to the head of a defenseless San Diego Chargers' wide receiver last week.
