A standout senior wrestler at Minnesota State University Moorhead is accused of getting an 18-year-old student drunk in his dorm, then raping her while recording the incident on a cellphone.

Angel M. Vega, 23, is charged with third-degree criminal sexual conduct with a helpless victim in connection with the incident, which took place Monday.

"He has been suspended from the wrestling team pending the outcome of the legal process and university investigation," MSUM Athletic Director Doug Peters told the Fargo Forum Friday.

He also faces a charge of providing alcohol to a minor, a gross misdemeanor. Court records say that the female victim was clearly intoxicated. According to the Star Tribune, the victim's blood alcohol content was measured at 0.235 percent at the hospital.

Vega was arrested and posted bond; his next court appearance is scheduled for Sept. 12.

Vega qualified for the NCAA Division II national tournament in 2013 at 141 pounds, but he redshirted last season.

The charges come just days after the NCAA announced it was stepping up efforts to fight sexual assault and interpersonal violence at college campuses around the country.

On Wednesday the organization released a new handbook outlining the role athletic departments have in combating and responding to sexual assaults on college campuses. The NCAA says statistics show one in every five women is the victim of a sexual assault while in college.

NCAA President Mark Emmert says athletic departments play a key role in the campus-wide efforts to fight sexual and interpersonal violence.

"It is imperative that all athletics department staff and all student-athletes understand the issues and how to respond as bystanders, find help and work with campus authorities," Emmert wrote.

The White House has also been urging college campuses to survey their students about sex assault.

The Washington Post reports the key message from a White House Task Force to Protect Students from Sexual Assault was that colleges need to take action to curb the violence that has long targeted women at schools across the country.

Vice President Joe Biden said colleges and universities can no longer pretend rape and sexual assaults do not occur on their campuses.

"We need to provide survivors with more support and we need to bring perpetrators to more justice and we need colleges and universities to step up," Biden said.
