Wednesday was the day that he was supposed to return to his native Germany after 10 months as a foreign exchange student in St. Cloud. Instead, Alexander Voigt's German family and his new friends from Minnesota will gather to say a final goodbye at his public memorial service.

WJON in St. Cloud reported that the service for the 16-year-old who was killed in a plane crash in Sauk Rapids on Friday will be held at the River's Edge Convention Center in downtown St. Cloud beginning at 3 p.m. on Wednesday. Voigt had attended Technical High School and was a member of the school's soccer team. St Cloud Mayor Dave Kleis, who hosted Voigt over the past school year, told the station that Voigt's parents will be in attendance.

Voigt and pilot Scott Olson, 60, were killed in the crash. Voigt was reportedly a friend of Olson's daughter; Olson was giving the student a ride in his Brumwell RV-6 experimental craft so that the teenager could take aerial pictures of the area. Olson was a commercial pilot with Sun Country Airlines. A memorial Mass for Olson is scheduled Friday at Christ Church Newman Center in St. Cloud.

Voigt’s parents are in town and will be in attendance.Read More: Memorial Service for Teen Killed in Sauk Rapids Plane Crash | http://wjon.com/memorial-service-scheduled-for-teen-killed-in-sauk-rapids-plane-crash/?trackback=tsmclip

Meanwhile, the St. Cloud Times reports the National Transportation Safety Board and the Federal Aviation Administration may have a preliminary report on the investigation into the crash within 10 business days of the accident. It could take up to a year for a final conclusion about what caused the crash.

The newspaper added that the neighborhood where Olson's plane crashed is likely outside the 4½ to 5 mile radius of the controlled airspace of the St. Cloud Regional Airport. That would mean that Olson wouldn't have been required to be in consistent contact with air traffic controllers about his location and flight plans. Investigators will review communication between Olson and air traffic controllers and between controllers and the pilot of an Allegiant Air flight in the area prior to the crash. Witnesses reported seeing the planes close to one another just before the crash.

The National Transportation Safety Board confirmed that Olson's plane departed at about 7:55 p.m. and was scheduled to return later that night. He had to tell air traffic controllers there what he was planning to do after takeoff, but once he got outside controlled airspace, he wasn't required to maintain that communication. That doesn't mean Olson wasn't talking to those air traffic controllers. Investigators likely will review recordings of the air traffic controllers' communications to determine whether Olson knew about the proximity of the Allegiant flight and whether Allegiant's pilot knew Olson's plane was in the area.

The plane crashed into a home owned by Jeff Hille, a teacher and baseball coach at Sauk Rapids-Rice High School. Hille was not home at the time. His brother-in-law, Kole Heckendorf, was in the house and escaped out of a second-floor window.

BankVista has established a benefit fund for Jeff Hille, who lost his home and his belongings.
