Terry Richardson says flying the nation's flag at half staff in someone's honor is a sacred honor. But he says it's being done so often that the value of the gesture is being cheapened. Richardson, who leads the veterans organizations of the Fargo-Moorhead area, wants governors and the president to be more selective about issuing the proclamations.
