Charges: Man masturbated in front of kids, grabbed a woman's butt at Minnesota State Fair

He's been convicted of similar things in the past.

An Isanti man accused of masturbating in front of kids at the Minnesota State Fair Monday afternoon has been charged. 

Jeffrey Pendzimas, 62, is accused of showing his penis to young kids and grabbing a woman's butt while they watched the chickens hatch inside the CHS Miracle of Birth Center at the Fair, according to charges filed in Ramsey County Tuesday

The woman told police she felt a hand reach up her shorts and grab her butt, so she turned around thinking it was an accident, the complaint says. 

That's when she made eye contact with Pendzimas, who then made an "up and down motion with his hands as if he were playing with himself," charges say. 

Pendzimas then lifted up his shirt to show his penis, which was sticking out of his zipper, and he "actively stroked" it, the complaint says. 

The woman screamed and Pendzimas fled.

The incident was reported to an officer who was on foot patrol at the Fair. Police caught up to Pendzimas in the Coliseum – he was being chased by another man. 

At the same time – approximately 2 p.m. – the officer heard a report come over the radio about a man exposing himself in the Miracle of Birth Center. 

The officers talked to the woman, who identified Pendzimas as the man who grabbed her butt, telling police: “Yes, that is the sick f--- that showed me his small penis," the complaint says. 

A State Fair employee also identified Pendzimas as the man who was masturbating in front of a mom who was with four kids all under the age of 6 at the Miracle of Birth Center on Monday. 

Pendzimas was arrested Monday afternoon, but denied doing anything wrong. 

He was charged Tuesday with two counts of fifth-degree criminal sexual conduct. He'll make his first court appearance Wednesday afternoon, the Ramsey County Attorney's Office says. 

Pendzimas has a long history of exposing himself. Court records show he's been convicted of five felonies, including interfering with the privacy of a minor and fourindecent exposure convictions

He's also been convicted of fifth-degree sexual conduct and three gross misdemeanor indecent exposure convictions
