The third annual Cyber Security Summit starts Tuesday in Minneapolis, as tech industry and government leaders examine the best methods for guarding against a cyber attack.

The two-day event at the Minneapolis Convention Center is sponsored in part by the Technological Leadership Institute at the Minnesota College of Science and Engineering.

Digital system networks have become the framework of the daily operations of the U.S. economy, communications and travel, delivery of utilities and government services, the Associated Press notes.

Cybersecurity experts note that the world is increasingly reliant on secure web-based systems that support the daily lives of U.S. citizens, who use the Internet to do everything from submitting taxes and making financial transactions to applying for student loans and Social Security benefits. Cyber networks also are the framework that run everyday systems that manage traffic signals and power homes.

The summit will spotlight government experts, academics and private business leaders making presentations about both threats and solutions.

Cyber-attacks in the U.S. are on the rise. A Government Accountability Office report last year found the nation faces an evolving array of threats from a variety of sources. Network security is increasingly a top concern for the energy industry, UPI reported.

Mid-way through the year, the security industry trade journal SC Magazine listed the top five data breaches of the year so far, involving LivingSocial, the Washington state administrative office of the courts, Evernote, Drupal.org and the U.S. Federal Reserve's internal site.

One high-profile example of a cyber attack came last spring when the Twitter account for the Associated Press was hacked and a bogus tweet momentarily affected the U.S. stock market.

October is National Cyber Security Awareness Month, according to the National Cyber Security Alliance, which forges public/private partnerships aimed at creating more cyber security.
