Driver arrested, charged with molesting 4-year-old boy


A driver charged with molesting a then-4-year-old boy he transported between an ADHD treatment center and daycare appeared in court Wednesday, according to Ramsey County officials.

Charles Edward Glover, of Eagan, is charged with criminal sexual conduct in the second degree, according to a criminal complaint filed against him this week.

The criminal complaint says the incident occurred last summer at Mounds View Park in Saint Paul, after Glover picked up the boy, now 5, from daycare. According to the charges, the boy told his aunt – and then the Midwest Children's Resource Center in an interview – that Glover pulled down the boy's shorts and touched his penis.

Glover transported him 38 times between June 1 and July 29, the charges say.

Glover's next court appearance is scheduled for Feb. 11, according to the Ramsey County Attorney's Office. If convicted, Glover faces up to 25 years in prison, and a possible fine of up to $35,000.

Glover was employed by Twin Cities Transportation, a handicapped transportation service who claims that the majority of their clients are elderly and disabled. According to their website, all of their drivers must pass a criminal background check and MNDOT physical and drug tests. The site also says that all drivers are routinely monitored by supervisory and safety staff.

Twin City Transportation released a statement saying they are fully cooperating with the investigation and that Glover is on administrative leave, ABC 6 reports.

Glover's next court appearance is scheduled for Feb. 11, the Ramsey County Attorney's Office says.

In 1998 Glover was suspected of molesting a 10-year-old boy, but charges were not pursued, according to the criminal report. Child pornography was found on his computer in 2010, but he denied knowledge of the images and was not charged, the complaint says.
