Duluth Police Chief Gordon Ramsay says he's done all he can to ensure that Richard Jouppi never works for the department again. Jouppi is the officer who was captured on surveillance video at the city's detox center beating a drunken man in a wheelchair.
The police department's command staff stood behind Chief Ramsay in a show of support as he denounced Jouppi's actions, saying they do not reflect the ethics or values of the department. Ramsay says an internal investigation is complete but its results cannot be released under terms of the contract with the police union.
Because of previous complaints against him, Jouppi was working under a 'final and last chance' agreement with the police department. He faces criminal charges of fifth degree assault and disorderly conduct.
