After a controversial six-hour debate, the Eagan City Council approved a proposal to turn the city's only 18-hole golf course into a housing development, WCCO reports. Owners say the Parkview Golf Course has been losing money despite more than a million dollars in improvements.

The Pioneer Press says Eden Prairie developer Hunter Emerson plans to build 170 single-family homes on the 80-acre course south of Cliff Road and a quarter-mile east of Pilot Knob Road.

Neighbors concerned about traffic, noise and pollution packed the council chambers to make their final arguments against the project, according to the Star Tribune. Opposition to the project has been so fierce one council member received a death last summer.

About 10 years ago, both residents and city officials tried to prevent another 18-hole golf course, Carriage Hills, from becoming a house development. The newspaper says the city eventually settled and the site, known as Stonehaven, is now being developed by Lennar Corp.
