House plan for surtax on wealthy finds no traction with governor, Senate

A day after House DFLers pitched a plan to pay off Minnesota's debt to its schools by levying a surtax on the wealthiest residents, the governor and Senate leader showed no signs of embracing the idea.

Gov. Mark Dayton tells Fox 9 the temporary surcharge on the highest-earning one percent of Minnesotans would amount to "piling on," since it would come in addition to a higher tax rate Dayton has proposed for the state's biggest incomes.

House DFL leaders suggested the plan as a way to raise money to pay back more than $800 million the state borrowed from its school fund to cover past budget deficits.

MinnPost reports the chairman of the Senate Taxes Committee is giving the House credit for being creative.

Senate leadership released its budget targets Wednesday, meaning both legislative chambers and the governor have all issued at least the broad parameters of their budgets.
