George D. McIntosh, Jr., a level-three predatory sex offender who cut his ankle GPS monitor in Faribault and disappeared Monday, turned himself in at the Le Sueur County jail early Thursday morning, Fox 9 reports. Officials had issued a warrant for the arrest. Meranda Warborg, 32, from Minneapolis is being charged with two felony counts of sex trafficking and two felony counts of solicitation and promotion of prostitution, after two missing teen girls from Wisconsin were allegedly discovered with her in a Twin Cities apartment. A criminal complaint said the teens, ages 15 and 17, were featured in a Backpage.com advertisement posing in suggestive positions.

A federal magistrate Wednesday ordered the creation of a task force to examine Minnesota's sex offender program in response to the filing of a class-action lawsuit by sex offenders in the state's civil commitment program. The panel is trying to come up with reforms for the state's costly and controversial system for civilly committing sex offenders to treatment lockups after prison.
