Murder suspect wanted in Anoka County arrested on Red Lake reservation

An 18 year old fugitive charged with murder in Anoka County was arrested by tribal police on the Red Lake Reservation Friday, authorities say.

According to a statement from the Anoka County Sheriff's Office, Evan Ramon Denny surrendered to tribal police at a home in the sovereign part of the northwestern Minnesota Ojibwe reservation.

Denny is being held on the reservation and Anoka County has begun an extradition process to have him transferred to face a second-degree murder charge in a fatal shooting at a Columbia Heights home last month.

The sheriff's office says there is a separate warrant for Denny's arrest in Hennepin County, in connection with a Minneapolis shooting.

Police who were called to a gathering at the Columbia Heights home on January 23 found several people had left the scene, including acquaintances who took the 20 year old shooting victim to a hospital where he later died.

A few days later, Denny was charged and police asked for the public's help locating him.

Extradition from tribal court

Minnesota's courts and government have no jurisdiction on the Red Lake Reservation, where a tribal government has full sovereignty.

Using an extradition process to have criminal suspects moved from tribal custody into a state's criminal justice system was unheard of until the late 1960s, according to a scholar's 1970 article in the Journal of Natural Resources.

A 2011 report from the Center for Court Innovation called State and Tribal Courts: Strategies for Bridging the Divide points to Minnesota as a state where the separate court systems have worked together effectively.
