St. Paul attorney John Flanagan was returned to St. Paul to face charges on fraud for stealing $1 million dollars from his clients. In response to the number of claims from aggrieved parties the Minnesota Supreme Court created a Client Security Fund in April 1986, funded by what was known as "The Flanagan Tax" a $100 payment required by every attorney in the mid 1980s to pay Flanagan's victims.
