The preliminary investigation indicates the deceased male was also armed, and had attempted to rob the permit holder, authorities say.

According to police, witnesses say the two people involved had exchanged gunfire.

Officers say they have recovered the weapons from both the citizen and the suspected robber and are investigating.

No one has been arrested and police are not looking for any suspects.

According to a city crime report, violent crime rates in Brooklyn Park have increased by about 16 percent between 2012 and 2015. And last year, violent crimes in Hennepin County – where the city is located – had increased by 8 percent.

Last year, there were 62 homicides in the county and 2,684 reports of aggravated assault.

The sheriff's office has said that the rise in crime is part of a "national trend" and not just confined to the Twin Cities.
