Police release new photos of missing sex offender accused of raping a preteen girl

Police have released more photos of the missing sex offender who's accused of raping a preteen girl.

The South St. Paul Police Department continues to ask for the public's help in finding 35-year-old Christopher Donald Lee Blair, urging anyone who has information about where he may be to call 911 immediately.

Police say Blair is six-foot-one, weighs 212 pounds, with brown hair and possible facial hair, but officials say he may have altered his appearance – so he may not look like he does in the photos provided by police.

But there are some characteristics about Blair he can't change, with police noting he has distinct tattoos and is missing fingers on his right hand (see photos below).

Investigators believe Blair may be driving a 2015 Grey Ford Fiesta, MN plate 115-TGV.

Blair was charged in Dakota County last month with two counts of first-degree criminal sexual conduct in connection with allegations that in September he raped and impregnated a South St. Paul girl who is now 12 years old, the Star Tribune said.

He was released from prison in April 2015 and was registered as a Level 3 offender living in South St. Paul near Bryant Ave. and Concord St. N., according to the Minnesota Department of Corrections. Level 3 offenders are considered the most likely to reoffend.

The department says he has a history of attempted kidnapping of adult female victims. Blair has gained access to his victims in the past by approaching them in public places with a weapon. He was not known to his victims.

Authorities warn that because Blair is known to carry weapons, you should not approach him (if you spot him). Instead, call 911 immediately.
