Criminal charges against a Pine County day care provider say the woman was drunk when a toddler in her care wandered onto a nearby highway last week.
WCCO reports the complaint claims that Carrie Ann Richardson gave police conflicting statements about how many children were in her care and that it became clear she did not realize one of the children was missing.
The 22-month old girl apparently left a backyard play area through an open gate last Thursday and wandered onto Minnesota Highway 23, where traffic swerved to avoid her.
The Star Tribune reports the charges mention that it was a 13-year-old boy who pulled the child to safety. Police say Richardson first said she'd been drinking wine but later admitted it was vodka. A breathalyzer put her blood alcohol content at .11 according to the complaint.
Building Blocks Child Care was immediately closed. A county official tells the Star Tribune there had been no previous problems there since it was first licensed in 2005.
