The owner of the St. Paul Park oil refinery and SuperAmerica stores in Minnesota and Wisconsin hopes to raise $341 million in its planned initial public offering. Connecticut-based Northern Tier Energy LP will offer 16.25 million common shares and hopes to fetch $19 to $21 per unit.

Plan to drop environmental reviews for Magnetation shelved

Instead of waiving some environmental reviews, state lawmakers will offer to speed them up in hopes of luring Magnetation's iron pellet plant to northern Minnesota. The company is looking at building the plant in Wisconsin or Indiana to avoid a permitting process it considers strict and cumbersome.

Plan to boost oil pipeline capacity reaches Minnesota regulators

Enbridge Energy just completed its Alberta Clipper pipeline a couple of years ago. But the company already wants to upgrade the line, which carries Canadian oil across northern Minnesota to Superior. A plan for the $40 million project was filed Monday with the Public Utilities Commission.
